Requirement
In order to further do a good job in attracting investment, speed up the construction of one core and four pieces of China Singapore Life science and Technology City (I. e. core start-up area: China Singapore Life science and Technology City Achievement Transformation Center; four pieces: life science innovation area, intelligent rehabilitation and recuperation area, digital medical demonstration area, biomedical industry area; hereinafter referred to as "one core and four pieces"), standardize the standards for enterprises to enter the park, accelerate the pace of enterprises to promote the park, these Measures are formulated in accordance with national laws, regulations and relevant documents at higher levels, and in combination with the actual situation of China Singapore Life science and Technology City.
Conditions for admission of 1. enterprises
Article 1Enterprises entering the park must meet the requirements of national laws and regulations, national economic development planning, industrial policies, industry access and the industrial layout and environmental protection of "one core and four pieces" of Sino new life science and technology city.
Article II"One core and four tablets" mainly introduces life and health industries such as traditional Chinese medicine, biomedical industry, medical device industry, medical service industry, and health food processing, which is in line with the development direction of national high-tech industries;
Enterprises or projects have innovative core technologies or leading business models, high technology maturity, good market prospects, and strong growth and sustainable development capabilities;
High-tech enterprises, high-tech products, national and provincial torch projects, or invention patent projects with intellectual property rights of key technologies recognized at or above the provincial level shall be given priority access under the same conditions.
Article IIIEnterprises entering the park must register their company with the Bishan District Bureau of Industry and Commerce, registered in the China New Life Science and Technology City, apply for a tax registration certificate with the tax administration department, operate in accordance with the law, pay taxes in accordance with the regulations, and shall not unilaterally propose to move out of the park within 10 years, shall not change the nature of the use of land or buildings, and shall continue to produce and operate.
Article 4The scale of enterprise investment, output, taxation and other per-mu yield intensity must meet the corresponding conditions. After the enterprise is completed and put into operation, it shall meet the requirements of environmental protection, fire protection and safety production stipulated by the state.
Application and approval procedures for 2. enterprises entering the park
Article VFor those who plan to invest and set up enterprises in "one core and four areas" and meet the conditions for entering the park, the investor shall apply to the Management Committee of Chongqing Bishan Modern Service Industry Development Zone, and issue a credit certificate, project feasibility study report, relevant certification documents (qualification certificate, patent, software copyright, business license, etc.), enterprise business license, organization code certificate, tax registration certificate or a copy of the three-in-one business license And other information shall be submitted to the Chongqing Bishan Modern Service Industry Development Zone Management Committee for preliminary review.
ARTICLE VIAfter being examined and approved by the Management Committee of Chongqing Bishan Modern Service Industry Development Zone, the investor shall sign an investment agreement with the Management Committee of Chongqing Bishan Modern Service Industry Development Zone. The agreement shall specify the project address, land area, investment content, investment amount, investment method, rights and obligations of both parties and their agreements.
Article VIIAfter the signing of the agreement, the environmental assessment, project approval, fire protection, industry and commerce, taxation and other licenses will be provided by the enterprise, and the Chongqing Bishan Modern Service Industry Development Zone Management Committee will cooperate with relevant departments to handle it.
3. Supplementary Provisions
Article 8The Administrative Committee of Chongqing Bishan Modern Service Industry shall be responsible for the interpretation of these Measures.
Article IXThese Measures shall be implemented as of the date of promulgation.
